Records documenting the efforts of the agency to change employee welfare fund laws, regulations, and procedures. Included is substantial correspondence with the insurance industry, members of Congress, and state legislators; written plans and drafts of proposed legislation for the state and federal government; and the minutes and correspondence of subcommittees of the National Association of Insurance Commissioners (NAIC), a national organization to promote discussion among state insurance commissioners and to assist them in developing regulatory legislation.
